Rachael Kelsey takes part in Hague Conference Experts' Group Meeting on International Surrogacy

Rachael Kelsey represented the IAFL at the Hague Conference on Private International Law (HCCH) meeting of the Experts’ Group on Parentage/Surrogacy

From 28 March to 1 April 2022, the HCCH Experts’ Group on Parentage / Surrogacy met for the eleventh time. The meeting was held via videoconference and was attended by 30 experts representing 20 Member States, one Member Regional Economic Integration Organisation and three Observers, as well as members of the Permanent Bureau of the HCCH.

The Group have been working on this project since 2015- looking at the difficulties that exist in relation to the recognition of (and establishing and contesting) parentage in cases where people have connections with more than one legal system. The Group anticipate producing a final report presenting its assessment of the feasibility of one or more private international law instruments on legal parentage in early 2023.
