Rachael Kelsey takes part in Hague Conference Experts' Group on International Surrogacy

Rachael Kelsey represented the IAFL at the Hague Conference on Private International Law meeting of the Experts’ Group on Parentage / Surrogacy.

From 15 to 17 February 2021, the Experts’ Group on Parentage / Surrogacy met for the eighth time.

The Group is focusing on developing possible provisions for a Convention on the recognition of decisions on parentage and a separate protocol on the recognition of decisions on parentage coming about following an international surrogacy arrangement.

The report of the meeting can be found here. The Experts’ Group continues with its current mandate until 2022 (which timeline is extended by one year, given the COVID pandemic) and is due to submit its final report on the feasibility of the Convention and the Protocol to the Council on General Affairs and Policy in 2023.  Rachael has attended the sixth and seventh Experts' Group meetings in 2019 and 2020 and you can find out more about those meetings here and here.
